Assuming the stroller is lined with comfortable blankets and the bonnet isn’t tight enough to choke him/her.

i used to do that with my rabbit thats not as long as the outfits and hat is not harming your pet it’s ok

No, that is not considered animal cruelty. Animal cruelty is causing an animal physical harm through neglect and/or abuse.

Don’t forget the corset you want to put on her. While you’re at it, you might as well get her a padded bra.

Not at all. And in fact, this is an excellent way to help mothers who are depressed that they have an extremely ugly baby if you pretend that the guinea pig is actually your progeny.
